Introduction to Iran Cement Industry

Iran used to be the 4th largest producer of cement till 2015, but the recent U.S. sanctions and looming geo-political conflict has taken a heavy toll on the cement industry. The fallout of the sanctions was felt in large proportions by the construction sector which is main consumer of cement.  The cement industry like other sectors in the country is highly regulated by the government. Iraq and Pakistan are the two main importers of Iranian cement. Furthermore, the Iranian cement industry is also grappling with lack of modernization as compared to other economies in the region.

Market Dynamics

The construction sector, particularly the housing and infrastructure sector, is the driver of cement demand in any country. The housing sector in Iran has been witnessing a prolonged period of recession which is hampering the cement sector. With the U.S. sanction the presence of multinational private players in the cement sector is negligible. Hence the cement sector in Iran is suffering from overcapacity as the domestic consumption has not been picking up. The problem has been compounded with Iraq, the major buyer of Iranian cement, placing a moratorium on import of Iranian cement.

A brief overview of the Iranian Cement Industry highlights that the oil rich nation has 79 integrated cement plants, of which 10 are under construction as of 207-18. The cement production capacity has been meandering around 85.0 Mt/year and is stipulated to remain more or less stagnant going forward.

On the export side Iraq and Pakistan are the two major importer of Iranian cement. The silver lining for the cement sector in Iran is that the cheap energy and labor cost might help to bring down the cost of production thus making the Iranian cement more competitive globally. In the context a falling Rial might also help Iran to capture some of the export markets.
